I live in Canada and have been trying to get a hold of a friend in the UK with the city code 704 but every telephone company here tells me that they are not allowed to dial a 704 number. Why?
FYI – I have gone through Telus, Rogers, and Primus and all gave me similar answers. Saying, it is a 800 number, or "The telephone system must be down in the UK…" The phone number is legit as I have gotten through a couple of times, only to be cut off via a British operator. Saying, the number cannot be completed as dialed. Now I cannot get through at all.

My boyfriend has gone away for a more than a month, and he has no cell phone service on his phone, so we cannot text, and he has limited computer access. Does anyone know of an absolutely free Voip service that I could make calls from my computer to a phone where he is staying?
p.s Not sure if this is relevant, but I am in Canada, he is in Greece.
